OPEN Message Error: Unsupported Version Number

The BGP Version field in the OPEN message proposed a protocol version the receiver does not support. The Data field of the NOTIFICATION carries the largest, locally supported version number less than the one the peer proposed, so the peer can retry with a compatible version.
