OPEN Message Error: Unsupported Capability

The OPEN message's Capabilities Optional Parameter advertised one or more capabilities that the receiver requires but does not support. The Data field lists the offending capabilities, each encoded as it would appear in the OPEN message, so the peer knows what to omit or negotiate differently on retry.
